in order to restore encore, you will need to re-install Premiere Pro CS6 (at least temproarily) to get it. Encore has been retired. More information is available at

To (re-)install Premiere Pro CS6, got to
https://creative.adobe.com/ login and then go to the Download Center area. You can then click on the Premiere Pro Icon. It will take you to
https://creative.adobe.com/products/premiere
Go down to the "In This Version" section and open the drop-down and select the "Premiere Pro CS6" from it.
The download button will change to "Download Premiere Pro CS6"
Click on the button and then it should open the creative cloud app and download Premiere Pro CS6.
After the installation, you can go to the uninstall Premiere Pro CS6 and ONLY select Premiere Pro For unstallation. This will leave Encore.
