ArrowHeadOptions.OffsetY property
Specifies the relative vertical offset of the arrowhead from its origin point (in percents of its width)

Remarks:
The OffsetY property specifies the relative vertical offset of an arrowhead (or ArrowHead object) from its origin point, measured as a percentage of the width of the arrowhead.
